Amendments under RA 9853β
RA 9853 amended three (3) sections of RA 9280:
- Section 6 β Scope of Practice of Customs Broker Profession
- Section 27 β Export Declaration
- Revised to an βeitherβ¦ orβ statement.
- Allows exporters the option to solely sign the export declaration without a Customs Broker.
- Section 29 β Admission to Professional Practice
- Sets the threshold minimum paid-up capital of β±1,000,000 (One Million Pesos) before being accredited by the Bureau of Customs (BOC).

Creation of the PRBCB
- Professional Regulatory Board for Customs Brokers (PRBCB) was established to supervise and regulate the profession.

Licensure Examination (75/60 Rule)
- Examination administered by the Professional Regulation Commission (PRC).
- Passing criteria:
- Must obtain 75% average rating across all subjects
- No grade lower than 60% in any subject.
